Apart from this consideration nowever the action of the authorities at Hong Kong, as far as the official archives and papers of the Consulate

were concerned, was undoubtedly a violation of

ordinary international usage, and cannot in the opinion of Sir E. Grey be defended by His Majesty's Goverment naving regard to the fact that the search did not result in any discovery of particular

moment.

Sir E. Grey teretore proposes. subject to the concurrence of Mr. Secretary Bonar Law, to inform the Peruvian Chargé d'Affaires that the

local authorities acted in error, and to express regret at the incident, on behall of His Majesty's Government in so far only however as the archives

official papers of the Consulate were violated.
